What else is in the public store? Meaning, what other folders are in it?
Since you mention that you're a small section/department, it's entirely
possible that others in your company are using the public store, no?
There are system folders that take up some space, and deleted item
retention
uses up space too if you have that enabled. You can check out your PFs in
Exchange System Manager.
Check your app event logs for event ID 1221, which will tell you how much
free/whitespace there is in the database after online defragmentation has
completed.
