Offline Outlook client installs, but blows up when you coinfigure

I have user who can install the crm dynamics 4.0 offline outlook
client for on premise with no issues.
Then when you go to Configure he gets error message, and event logs as
follows:
Note: the config exe (microsoft.crm.client.config.exe) blows up:

Has anyone seen this?  I tried to turn on tracing but no tracing keys
exist in registry...
I looked in log file for install and it says install was successful??
