Users asked for password for PDF

I help maintain content for my company's website.  We post links to several

PDF do***ents so our customers have info they need readily available.  We
get 
a fairly consistent complaint from some (not all) users that when the
click 
on a PDF do***ent link they get a pop-up window asking for a password. 
This 
only happens when users try to access the MSDS (material safety data
sheet) 
do***ents that are listed in a table.  The links to the PDF are inserted
as 
attachments, just like all the other do***ents on the website.    I and
the 
other content manager are unable to recreate this issue on our computers. 
We 
maintain the website using MCMS.  We initially thought it may be a browser
or 
cookie issue, but we aren't sure.  We have been having this problem 
intermittently for at least 2 or 3 years and  aven't been able to find a
good 
fix.

Has anyone run into this before?  Have any ideas on how to cure the
problem? 
 Any advice/assistance is greatly appreciated!
