835 ISA 14 th segment always showing 0 instead of 1

Hi,
 We are sending an 835 edi to a partner and we are using hippaaccelerator
3.
0 with biztalk 2004.Iam trying to set 835 ISA 14 segment to 1 by changing 
flag in send ****t Address URI -Flags-Functional acknowledgements to
always.
The hipaa adapter is not picking up this change.
I'm not sure what else iam missing.Can some one point me in right
direction.
