Like I said before, there are no published/sup****ted API's to the HIPAA 
accererator. It looks like you are asking for BizTalk and the HIPAA 
accelerator's functionality without the actual product.
I don't know of a solution where that will be possible in regards to 
licensing. Since the HIPAA accelerator works only with the BizTalk process

(you can't install the HIPAA accelerator w/o BizTalk already being 
installed), I am not sure how you would get around that.
