The HIPAA accelerator generates FAs at the Recieve Location and then
internally routes them to a HIPAA_EDI Send ****t.

You need to create a HIPAA_EDI Send ****t and use the same Party URI as is
used on the Receive Location.  Use the passthru pipeline.  In this Send
****t you do not set Filter criteria nor select any do***ent types for
hipaa.  

If enabled on the receive location, the accelerator generates the 997 then
looks for a HIPAA_EDI Send ****t with the same party uri.  Generated 997s
are never placed in the BizTalk Message Box so you cannot subscribe to a
function acknowledgement.
