The setting in the HIPAA subsystem should not be the problem. It is
something that is going on in the BizTalk box. I would check to see what
else is going on while the HIPAA accelerator is sending the messages to
BizTalk. I would run pefmon to find out what type of bottlenecks are being
hit. I talked about it here:
