X12 Equivalent Loop problem

We are facing a problem with HIPAA Accelerator 3.0 installed with BizTalk 
2004. As per the X12 professional implementation guide, the equivalent
loops 
(like 2310A, 2310B, 2310D) can occur in any order in the X12 file, but it 
seems HIPAA Accelerator work only if it occur in the order listed in the 
implementation guide (i.e, 2310A then 2310B then 2310C and so on). 

Some of the claim file we receive have 2310B information occur before
2310A 
loop details. HIPAA Accelerator fails to process these files (compliance 
Errors). Did anyone face the same issue before? How to handle this
situation.

Any ideas will be appreciated. Thanks for your help
