HIPAA Receive Handler

I am using BizTalk 2006 and HIPAA Acelerator 3.3

I have 2 applications using HIPAA, so I have set hosts for each
application.  I have set the receive handler to a directory, restarted
the host instance, and the application is running.  Yet no messages are
being picked up, and there are no messages in the log

Any ideas
